Consent is the main thing

Using your own face is always fine. Using someone else's needs their agreement. Many places now treat a realistic video of a real person, made and shared without consent, as a serious wrong — especially anything sexual, which is illegal in a growing number of countries regardless of intent. If you would not be comfortable showing the person, do not make it.

Likeness and publicity rights

Separately from consent, many jurisdictions give people rights over their own image, particularly against commercial use. Putting a celebrity's face on an advert for your product can land you in trouble even if no one believes it is genuinely them. A clearly labelled personal joke is a very different thing from a commercial one.

Copyright in the source clip

The video you swap into can carry its own copyright. Making a private clip for yourself is low-risk; publishing a swap built on someone else's film or music video can run into the rights in that footage. Don't pass it off as real

The fastest way to turn a harmless swap into a harmful one is to present it as genuine. Label it, keep it obviously a joke, and you remove most of the risk and nearly all of the harm.
